The Charlotte Harbor National Estuary Program (CHNEP) is pleased to host “Planning for Meaningful Evaluation.” This training is offered to help its partners in their efforts to protect the natural environment and fulfill the Program management plan. CHNEP is a partnership program working to protect the natural environment from Venice to Bonita Springs to Winter Haven.
The NOAA Coastal Services Center will teach the course, the City of Punta Gorda is providing the facility and CF Industries will help provide refreshments and lunches.
Designed to educate about program or project evaluation, this training is for those planning an internally or externally conducted evaluation or setting evaluation guidelines. The content, examples, resources, and use of logic models make this course well suited for coastal resource professionals. Each participant’s program or project will be the basis for course activities. Therefore, sending more than one representative from the program or project can improve the quality of the evaluation plan, augment the transfer of skills and increase the probability of implementation in the workplace.

This course addresses the increasing demand for evidence of program or project accountability and impact by preparing participants for a program or project evaluation. Participants will create a comprehensive evaluation plan. Not intended to train participants to be professional evaluators, the purpose of this course is to provide an understanding of the elements of evaluation, so that participants are able to make informed choices to create fundamentally sound evaluation plans.
Whether planning for an in-house or contracted evaluation, participants will critically analyze their evaluation priorities and address the myriad of issues that can hamper evaluation efforts and undermine the usefulness of evaluation results. Participants will also gain insights on data collection, analysis options, and reporting considerations. By the end of this training, participants will have created draft plans for efficient and meaningful evaluation of their programs or projects.
Participants will create a draft evaluation plan and have an improved ability to plan for a project or program evaluation that is efficient, effective and yields meaningful results.
By the end of this workshop, participants will be able to:

Determine the evaluation question.

Create a context description.
·
Identify logic model components appropriate to the evaluation question.
·
Assess plausibility using strategies from social science models.
·
Identify external influences that can help or hinder the evaluation.
·
Create effective performance measures that support the evaluation question.
·
Select appropriate data collection instruments. · Analyze the strengths and weaknesses of an evaluation plan.
